Overview

The NEBHE Tuition Break Program is a little different from most entries in a scholarship directory: it’s not a scholarship or grant at all, but a tuition discount program. Established by the New England Board of Higher Education back in 1957-58 as the New England Regional Student Program (RSP) and later rebranded Tuition Break, it lets legal residents of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, or Vermont enroll at an out-of-state public college or university within New England and pay a reduced regional tuition rate instead of full out-of-state tuition.

The savings are real: NEBHE reports an average annual discount of roughly $8,500 per full-time student, and more than 9,000 students have collectively saved over $64 million through the program. The regional rate is capped at a percentage — up to 175% — of the host college’s in-state tuition, so even though it’s not full in-state pricing, it’s a substantial step down from standard out-of-state costs. More than 3,000 approved degree and certificate programs are available across 66 participating public colleges and universities in the six-state region, covering everything from fire science and occupational therapy to pharmacy and law.

Nationality & Residency Requirements

The NEBHE Tuition Break Program eligibility for undergraduate students (and graduate students) hinges on state residency, not US citizenship status. To qualify, an applicant must be a permanent, legal resident of one of the six New England states — Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, or Vermont. Residents of states outside New England, such as New York or New Jersey, are not eligible for Tuition Break, regardless of citizenship.

Because the program is a regional residency-based discount rather than a citizenship-gated award, it functions differently from the NEBHE Tuition Break Program international student requirements many applicants expect to see spelled out. NEBHE’s published criteria don’t frame eligibility around visa status at all — the deciding factor is whether the applicant is established as a legal resident of a qualifying New England state, the same general standard colleges use to determine in-state versus out-of-state tuition. There’s no dedicated NEBHE Tuition Break Program GPA requirement, because Tuition Break isn’t a merit award — it’s a discounted tuition rate layered on top of ordinary college admission. Once a student is admitted to a participating college under normal admissions standards, Tuition Break eligibility comes down to program selection, not grades.

Differentiating fact: most scholarship directories describe Tuition Break using only the “specialized” rule — that a student can only get the discount for a major not offered by public colleges in their home state. That’s true for many programs, but it’s not the whole picture. Some colleges — Salem State University, for example, beginning with newly admitted day students in fall 2025 — offer Tuition Break to all New England residents regardless of major, under what NEBHE calls the Flexible [F] policy. A smaller set of colleges also offer a Proximity [P] option, granting Tuition Break eligibility simply because the out-of-state college is geographically closer to the student’s home than any in-state option, even if the program is offered at home.

Key eligibility mechanics:

• Applicant must be a legal resident of a New England state other than the state where the host college is located.
• The declared major or program must appear on that college’s current Tuition Break-approved program list — reviewed and updated annually.
• Eligibility runs under one of three policies: Specialized (program unavailable at home), Flexible (open regardless of major, at participating colleges), or Proximity (geographic closeness, at participating colleges).
• If a student later switches from an approved Tuition Break major to a non-approved one, they revert to the full out-of-state tuition rate from that point forward.

Application Materials Needed

Because there’s no separate Tuition Break application, the materials needed are simply what the host college requires for regular admission, plus a program declaration:

1. Standard college admissions application for the New England public college or university the student wishes to attend.
2. Declaration of the Tuition Break-approved program or major as the intended course of study — some college applications include a specific checkbox or question for this.
3. Proof of New England state residency, in whatever form the host institution’s admissions or registrar’s office requires.
4. FAFSA and any institutional financial aid forms, if the student also wants to be considered for need- or merit-based aid — Tuition Break is a tuition discount, not a substitute for financial aid, so both can typically be pursued together.

Step-by-Step How to Apply

1. Identify your home-state eligibility. Confirm you are a legal resident of one of the six New England states.
2. Use NEBHE’s Find a Program tool to search for your intended major and see which out-of-state New England public colleges offer it through Tuition Break, and under which policy (Specialized, Flexible, or Proximity).
3. Apply for admission directly to the college through its normal application process — NEBHE itself does not process applications.
4. Declare the Tuition Break program as your intended major on the college application, answering any Tuition Break-specific question if one is presented.
5. Submit before the college’s own admission deadline. Since Tuition Break piggybacks on regular admissions, there’s no separate December or January cutoff — follow whatever deadline that specific college publishes for the 2026–2027 cycle.
6. Confirm your Tuition Break status after acceptance. The institution will inform you whether Tuition Break status has been granted once you’re admitted.
7. Complete the FAFSA separately if you also want to be considered for additional financial aid alongside the tuition discount.
8. Stay in your approved program. Continuously pursuing the declared major keeps your discounted rate; switching to a non-approved major reverts you to full out-of-state tuition.
